В молодости работал на автозаводе, был активистом профсоюза. Во время второй мировой войны получил офицерский чин, выступал против сегрегации в вооруженных силах. В 1951 основал и стал первым руководителем Национального негритянского совета трудящихся [National Negro Labor Council]. В 1964-73 член сената штата Мичиган. В 1968 стал первым афро-американцем, вошедшим в состав Национального комитета Демократической партии [ Democratic National Committee]. В 1973 был избран мэром г.
